
Wroxia Covenant
- This covenant may only be amended by Patrick Bowen, “The Author”.
- This covenant is immutable; each authored version stands independent of one another.
- Signatories of this covenant are to address The Author.
- Arbitration of this covenant is by The Author.
Terms
- “Universal”: applies to all sentient life.
- “Sentient”: The capacity for subjective experience, including but not limited to perception, emotion, or self-awareness. This covenant presumes that all animals with a central nervous system are sentient.
- “National”: applies to all citizens.
- “Negative”: rendered to others through inaction.
- “Positive”: rendered to others through action.
- “Citizen”: a signatory of the covenant. Demonym: Wroxian.
- “Right”: an absolute, inalienable entitlement.
- “Privilege”: a conditional entitlement, rendered unless specified conditions are met.
- “Privileged”: life that holds one or more privileges.
- “Obligor”: those who are expected to render or conditionally not render a privilege to the privileged.
Universal Negative Rights
- Enumerated:
- The right to freedom from torture.
National Negative Rights
- Enumerated:
- The right to enter the nation while unladen.
Universal Positive Rights
- Enumerated:
- The right to know the instantaneous date and time of day.
- The right to make one’s body available, and only available, to a specific person after death.
- The right to have one’s national citizenship affirmed in writing.
Universal Negative Privileges
- May be waived by the privileged by application to the Negative Privileges Advocate.
- Enumerated:
- The privilege to not die by the intentional actions of others.
- Conditions:
- Not rendered by obligors who themselves would die if the privileged directly threatens the obligor’s life, and death is the only practicable incapacitation of the privileged.
- Not rendered by obligors who themselves would die due to persistent and undesired lack of access to food, and death of the privileged for consumption is the only practicable solution.
- The privilege to move freely, and exit the nation.

National Positive Privileges
- May be waived by the privileged by application to the Positive Privileges Advocate.
- Enumerated:
- The right to equitable public free speech and broadcast.
National Duties
- Enumerated:
- The duty to render positive rights & privileges to others, as far as possible and practicable, considering conditions.
National Offices
- Each National Office has a National Chief Officer (NCO).
- Each NCO is appointed by The Author.
- Each NCO is dismissed either by The Author or themselves.
- Enumerated:
- Taxation & Treasury Service (TTS)
- Negative Rights Advocate (NRA)
- Positive Rights Advocate (PRA)
- Negative Privileges Advocate (NPA)
- Positive Privileges Advocate (PPA)
